I have always seen the TMB Substrate Solution as a clear solution, but today the solution had significant green-blue tinge. What might have caused this color change?

The color tinge in the TMB substrate is due to contamination by the conjugate. To avoid contamination it is important to always change disposable pipette tips between the addition of each reagent and to use separate reagent reservoirs. Never pour unused solution back into original container. It will contaminate remainder of product.
